International data exchange is one of the main topics for EReg because of the growing number of (EU) initiatives and diversification of the type of information that is exchanged between Member States. At the EReg meeting of 2006 (Cyprus) a logical network concept was discussed, with the Registration Authorities (RA’s) serving as a gateway between their national stakeholders and other Member States. Meanwhile this concept has been implemented technically via EUCARIS. However the RA’s are still confronted with the tendency of the European Commission (EC) to introduce new information exchange systems for each new application or legal framework.
The EReg Topic Group on international data exchange was installed in 2008 to support the RA’s to provide a complete overview of all the international data exchange initiatives and activities. Some of the initiatives are important for all the RA’s and should be addressed and handled collectively. Chaired by the Netherlands the Topic Group takes care for a joint organised international data exchange approach, also towards the European Commission.
Currently the Topic Group is focusing on the following two subjects:
The exchange of information supporting technical vehicle inspections (PTI and RSI) in cooperation with CITA;
Issues related to the exchange of vehicle owner/holder information within the framework of enforcement on traffic offences, parking and toll, including cooperation with and outsourcing to private companies for the collection of data and all kind of traffic fines.
Also other relevant subjects in the field of EUCARIS (RESPER/ERRU/TACHOnet), eCall, recall, ADR, data protection, Open Data etc. are being discussed.
